163.775 in south Florida

Anyone know who is using 163.775 in south Florida? It's P-25 digital, in the clear, with a $293 NAC code. Sounded like a surveillance operation. I only heard it during one or two days, and not since.

I am in West Palm Beach, Fl. I dont know abtthis freq.--but 164.775 is Customs High Seas channel. Very active in South Florida.
