164.000 SE Wyoming ??

This past Sunday I was up in the Laramie area when the dry gulch fire was going on. The fire was about 8 miles NE of laramie and started on BLM land.

I searched for incident freq's. One I came across was 164.000. It sounds like it might be national forest, It sounded like that kind of traffic. Incident command was providing updates. I did hear them refer to being on a Bald Mtn repeater, so I assume that is Bald Mountain in Larimer county which provides awesome coverage to the Laramie area.

My searches have all come up empty for that freq in SE wyoming.

Anyone know what that freq is? My guess is Medicine Bow NF.

Wondering if anyone can validate some info I've seen some [avail via google] lists for Medicine Bow and Thunder Basin frequencies and altho they are CLOSE to the RR DB info, it looks like the inputs/outputs are reversed.

Can anyone Confirm
164.1500 is the input to 171.7875
164.0000 is the input to 171.5000
164.8000 is the input to 173.7625
or are they reversed.
