I am picking up two conversations here.

One seems to be a taxi or bus company. They keep asking if anyone needs a pickup before so and so leaves the station or something.

In the background I can hear what seems to be a ham operator or something. I thought at first I was getting a TV station or radio station commercial because it's only one voice and it is constant.

I am getting 88.5 for tone.

Any ideas?

Sounds like you are getting two frequencies mixing and causing your scanner pick up the result. Strong signals often do that.

I get some terrible mixing when a ham in my neighborhood goes on the air on 2 meters...
