167.15 in Springfield MO

When in Springfield I occasionally hear comms on 167.15 MHz. This last week I recorded a snippet of a female person saying "fire zone." No tone/PL/DPL/NAC etc was recorded. Another time I heard "low body temp" and a 151.4 pl.
At one time I had seen a reference to the SW Power Admin on this freq which is why I had it programmed.
Anyone else hear anything on 167.15 in Springfield?

I've not found references to SWPA, only OBP, BLM, FBI, NPS, and USFS - in various regions
