167.6625 St. Louis

I was travelling through St. Louis on the 7th of this month and caught 167.6625 with NAC 59D. It was 100% encrypted.

Any ideas what it was? I would have assumed FBI but the NAC is an odd one.

More than likely it's the FBI, especially on that frequency. I have noted that the FBI does use NAC 293, NAC 330, NAC 68F, NAC 68D along with the NAC 167.
