What type of traffic? In my area I hear USGS using that freq. Since 4A4 converts to the PL 118.8 it could be a DOI bureau. The local USGS repeaters use the PL converted to NAC.

DOI use's this freq in TN.
It is also a shared freq used by other agencies.

The National Park Service and some other Dept of the Interior agencies are using the International Phonetics rather the the more traditional APCO Phonetics. International pronunciations start the alphabet with "alpha, bravo, charlie, delta, echo, foxtrot . . . " The APCO (Association of Public-Safety Communications Officials) sounds like this "adam, boy, charles, david, edward, frank . . ."

The USFWS probably follows suit and uses the international. All of the natural resource agencies in the west have stopped using ten codes, except with some law enforcement organizations. Forest Service law enforcement use ten codes in California when speaking to dispatchers and other officers. This includes sworn officers as well as the Forest Protection Officers, who enforce some laws without defensive equipment.

Careful listening to locations and unit designators should allow you to verify if this is the USFWS. Most DOI agencies I've listened to have a three number unit designator. A refuge or a park may have the 100 series for headquarters personnel, 200 for resource management, 300 for maintenance and 400 for law enforcement. This is typical for some National Parks, however National Wildlife Refuges (NWR's) have a much smaller staff and they might have everyone in the 100 series.

In the west most NWR's are dispatched by one of the hundred or so "Interagency Communications Centers." These centers serve combinations of National Parks, National Forests, Bureau of Land Management districts and NWR's. Some include Bureau of Indian Affairs fire management programs. Some include state forestry, wildlife and park agencies as well. I would be interested to know what dispatch center this radio traffic involves.

But which Park :confused:

Keep in mind that this is a federal government narrowband frequency that can't be received from long distances or over hilly or mountainous terrain. The closest National Park Unit is the Fort Donelson National Battlefield over near the Land Between the Lakes National Recreation Area, the latter managed by the U.S. Forest Service.

I can't imagine any other National Park unit close enough to be received in Newbern. Another possibility is the Reelfoot and Lake Isom National Wildlife Refuges. Both of these NWR's are managed as one unit. The HQ is near or in Union City and that doesn't look all that far from Newbern. I don't know the terrain of western Tennessee, but if I had to bet on this I would say what you are hearing is this NWR complex.

Correct, I was only responding to the Person who said "National Park"

On the USFW possibility, over in GA there have been reports of this in use as P25, but never a NAC, it previously was 118.8 Hz, which could have been from TN

1188 = 4A4 in P25 ;)

Nice team work they ExSmokey. Hopefully the OP will chime back in with more info

I thought of another possible location. How about any of the National Parks in Missouri (Mark Twain, etc.) ???

They had been reported using 169.7750 $4F9 in the past....

Guess you have some work cut out to track this one down :wink:

The Mark Twain National Forest is not administered by the National Park Service in the Department of the Interior, but the U.S. Forest Service in the Department of Agriculture. This frequency is allocated to the Department of the Interior, so its use would be limited to the National Park Service, the Bureau of Land Management (whose presence in the east is almost nil), the U.S. Fish and Wildlife Service, the Bureau of Reclamation (whose presence in the east is also nil) and the Bureau of Indian Affairs. There are other small DOI agencies that can also use these frequency assignments, but none of these would have law enforcement traffic.
