I just looked at my records and found a note that 171.975 has been reported in use by USCG Ninth District. No date, source or further information noted.
I know that there is a USCG station in Grand Haven. This could account for the strong signal.

Station Grand Haven and the Coast Guard Festival were the focus of my logs (see the Michigan forum). It’s possible, but not likely: 171.9750 isn’t one of the known CG-xxx LMR nets, and every one I did hear was using NAC 293.
