Yes it is CG-128, Appears to be primarily for Sector Southeast New England

2 seconds after I read your post I caught traffic on the freq - I think it was 3 bars out of 5 bars - it might have been encrypted - it did show NAC 293 at the end of the message. They stopped talking within 10 seconds of me reaching my scanner. 1025 PM ET - Peter Sz
