18594 khz What is it?

Didn't make a recording for this one so going off memory. Sounds like some aircraft service or maybe military. 18594khz USB at 2000 UTC.

What I heard was "For us to help you with fuel is dependent on your intentions with us...." The aircraft pilot, I assume, was weaker. I couldn't discern his speech clear enough. Exactly what is this? I am asking because I google for 15 minutes the frequency and nothing returned.

Oh, and OTH radar signals have been very strong in the 18000 khz range today.


Edit Just now heard the pilot call 'District 7' also asking how much time will be before he goes back airborne. then shortly some strange digital on the same frequency with 8 tones came blasting my eardrums.

Hello. That freq is part of the Cellular Over-the-Horizon Enforcement Network (aka COTHEN) used by Customs & Border Protection OAM, US Coast Guard and some other federal agencies.

The frequencies on this ALE network are:

Scan 1 – 5732 USB
Scan 2 – 5909.5 USB
Scan 3 – 7527 USB
Scan 4 – 8912 USB
Scan 5 – 10242 USB
Scan 6 – 11494 USB
Scan 7 – 12222 USB
Scan 8 – 13312 USB
Scan 9 – 13907 USB
Scan 10 – 14582 USB
Scan 11 – 15867 USB
Scan 12 – 18594 USB
Scan 13 – 20890 USB
Scan 14 – 24838.5 USB

If you run an ALE decoder, you can grab the 3 letter identifiers used by most of the stations to get a better idea of who it was you heard. I use PC-ALE since it will control my radio and log/record, but you can also use Sorcerer if just interested in decoding the ALE callsigns.

District 7 is US Coast Guard Miami area. Perhaps the comms you heard were related to the search of the unresponsive plane that crashed near Jamaica.

brandon thank you so much this was a very cool catch I should have recorded it, It would have been a nice vlog.
Edit and I am not sure anything like that will control a RTL-SDR with a offset of 125mhz.
