2 Federal licensing agency's?????

OK maybe someone here can answer this Question for me.

It seems that there are 2 agency's that authorize radio transmissions Here in the USA...
We know about the FCC for 99% of the authorizations.
Does anyone know who that second agency is?
I dont want to hear that the FCC is the only one Because Its not.

The reason For asking this is there is a TIS station located at the John Heinz wildlife Center in Philadelpha,PA on 1670 Khz AM. They do not do any Legal ID. They Never announce Their Call signs. I have asked to see their paperwork. and they say that The U.S. Fish and wildlife TIS stations are Not lcensed by the FCC. but another agency.
They are not listed in the FCC's Database..
any Ideas?

Have you ever heard anything on that station? I live in Tinicum and never heard anything on it. I think the agency is called NITRA or something like that I'm sure someone will give you the correct name.

Non Federal radio operations come under the FCC.

Federal operations (including the military) come under the NTIA

They handle all licenses and permission for the feds, and coordinate with the FCC as needed. Yes, that means FCC's own radio stations aren't licensed by the FCC.

If you want the NTIA's 'rules', check on that website under publications and reports, and get the 'Spectrum Manual (Redbook)'.

Basically, unlike the FCC's allocations, all NTIA 'licenses' are classified, and unavailable to the general public. Yes, even things like the US Weather broadcasts. An agency can release info if they want, but it's not automatically available.

For your purposes, there is only one agency that licenses frequncies. The Federal Government (only) licenses are obtained/coordinated through National Telecommunications and Information. The frequency information is classified and not available to the public.

Only through monitoring can you make a best guess as to the use and agency on a certain frequency. And it is most likely licensed, but you could only find that out if they were causing harmful interference, and the request would have to go through the FCC

Many of them will have Federal [Non FCC] Issued Call Signs thru the respective agency up to NTIA for use on the TIS Channels. You won't find many of them [Federal Agencies] thru the FCC

More specifically, the Interdepartment Radio Advisory Committee (I.R.A.C.) licenses federal and military frequencies. The IRAC is part of NTIA which is part of the Dept. of Commerce.

The FAS, Frequency Assignment Sub-committee approves the assignment for the federal government. The FAS IS part of the IRAC which is part of the NTIA which is part of the Department of Commerce.

The IRAC and FAS have representatives from EVERY federal government department, agency, "administration" like the FAA and commission like the FCC.

NF2G: Worked for DoD for 28 years. That's were we applied for military broadcast license's. N9CKK.. FCC General License. (for all the military hardware.)

DoD applies for frequency grants to NTIA's IRAC, as stated within the above thread. They don't issue licenses to themselves.
