Source IDs for dispatchers

This is a list of all the "dispatch" source IDs I've collected, from monitoring MARRS for several months.

Most of the dispatchers on MARRS are in the 4000xxx range. However, there are a few outside of that range, and I've also heard a few "regular" officers/people with 4000xxx source IDs.

This list is not exhaustive! I only monitor two of the base stations on the east side of town (851.325 and 856.7375), so most of my observations are for agencies that use those two towers. I am light on information for the Kansas side.

Sometimes this is handy when an "interagency" talkgroup like Regional Common 3 starts talking, and you would like to know which agency is using it at the moment.

Updated source ID list

This is an update to my post back in February. I think I've identified a few more radio source ID groups. I figure a quarterly update is about right. :)

The basics are the same:

I only monitor two of the base stations on the east side of town (851.325 and 856.7375), so most of my observations are for agencies that use those two towers. I am light on information for the Kansas side.

OP25 reports the source ID as a 7-digit number. It doesn't break it up in any way with dashes, spaces, etc. The pattern I have noticed is that the first four digits seem to identify a particular city, agency, or function, and the last three digits are individual radios in that group. (I did get an 8-digit number on exactly *one* transmission so far, but I'm willing to write that off as a glitch.)

Any and all RID's prefixed with 3499### are dispatch consoles on the Kansas Side, excluding KHP - they're the oddball of the bunch (3034355, 3035709, 3036198).

On the Missouri side, they're a little bit different. Their dispatch consoles are in the 4000### range. KCPD and KCFD are in the low values of the 4000###, 4000001 - 4000019. The highest value i've seen thus far of Missouri Dispatch RID's is Pleasant Valley PD, at 4000708.

Also, noticed a new talkgroup light up on JoCo MARRS the other day. Not a clue if it's permanent or not.

Talkgroup 30992. Appears to be an automated voice dispatcher for JoCoECC or someones fire station/district.

Seems to cover all the cites ECC Fire and EMS dispatches for. The UID# 3004500

Hi all, I have a question.

I have a Uniden BCD436HP and I am happy with it. I can pick up KCPD center zone when I am at work which is what I want, but while at home, in Parkville I cannot hear the Platte County Sheriff, I can on my Whistler WS1040, but not on the Uniden, any thoughts?

Uniden and Whistler have a bit of a different level of sensitivity to P25 decoding and audio reception. My Whistler can pick up more distant signals while my Uniden 996p2 has issues with the same P25 tower.

On the flipside, the Uniden 996p2 - when it has a clean signal, the audio isn't chopped or robotic. While the Whistler sounds terrible, as it's locking on to the CC without issue, but with it being a faint signal, the audio is trashed.

Just comes down to the hardware used internally, I assume.


Also, PlCoSo is on another simulcast system, split away from the JaxCo Simulcast system. So you'll need to have both primary control channels configured into the scanner.

I know it's been a few days, but was anybody else tuned in on the east side of town on the morning of Saturday, 22 June? It sounded for all the world like one of the Central Jackson County Fire dispatch radios had a stuck mic, which I didn't even think could happen on P25.

I heard it when it happened; my OP25/RTL-SDR stayed on CJC's main talkgroup (118) and wouldn't move off unless I forced it to. It was mostly silence, with an occasional quick burst of voice, possibly from somebody trying to "walk on" the channel on purpose. It started around 06:12, and continued until about 07:33. At that time, that dispatch radio (4000030) went off the air. I then started hearing normal CJC traffic on their tactical group, 119.

Looking at my logs, 4000030 was back on 118 at about 11:09 that day, and apparently operated normally from that point on.

That particular radio ID is assigned to a KCFD dispatch console. There could've been a problem within the console itself that was causing the mic to stay keyed-up.

Today 26 September I logged 250 talk groups active on site 401. Of those, 50 are not listed in RR's talkgroup list (836 entries). The attachment lists those talk group decimal numbers; Y and N indicate whether encryption was noted on the talk group. Does anyone have information to share about these talk groups?

It looks like the control channel for the East Jackson County site has changed in the past day or so, to 858.2125.

Ever since I set up OP25 over a year ago, they've been on 856.7375. The "new" control channel is already listed here as one of the possibilities - I just haven't heard it used before.

The listings here call the East site RFSS 4, site 2. I know it as NAC 0x2b1. Normally I monitor both East and the main KCMO site (RFSS 4, site 1, NAC 0x2b0) with OP25 - one instance of OP25 and one RTL-SDR stick. OP25 switches between the two sites as needed.

I don't know if hardware scanners can automatically follow control channel changes or not. I only have OP25, so here are some notes on how it behaved for me:

I was hearing individual officers/people from agencies that usually transmit on the East site. However, I wasn't getting the display of the talkgroup that they are in - just the individual RID. I also wasn't getting the display of which talkgroups had talked recently.

When OP25 starts, it has a line at the top of the screen that includes NAC, WASN, SYSID, two frequencies, and a count of tsbks. NAC is known from the configuration file and is always filled in. The tsbks count always goes up whenever anyone is talking; I think it's a count of voice packets of some kind. Normally, WASN, SYSID, and the two frequencies fill in within a few seconds of starting OP25; I believe those have to be "learned" off of the air. When I had the wrong (old) control channel for the East site, those items never filled in. When somebody talked, I would get their radio ID number on the second-to-last line, but no display of what talkgroup they were in. Also, the middle of the screen would not fill in with the list of talkgroups that had talked recently.

As soon as I set the right control channel and restarted OP25, WASN, SYSID, and the two frequencies filled in within a few seconds of starting OP25. When somebody talked, I would get their radio ID number, *and* the talkgroup they were on. The middle of the screen started showing a list of the last several talkgroups that have talked, how long ago they talked, and what frequency they were on.

I wanted to bring up something I heard about whether agencies in the area are going to use more encryption - is that acceptable discussion on this board?

Thanks for the info! The Scherer Rd location is only 2.5 miles away from me as the crow flies. I only have a phase 1 scanner (396XT). I did have OP25 working on an old laptop a few months ago, looks like it's time to get the old laptop back out.

My understanding is that it's okay to have discussions about encryption use on particular system as long as it doesn't evolve into a rant. That said, yes, there will likely be more encryption on the system with the upcoming full transition to phase II (occurring sometime in 2021). Though I haven't heard anything firm, KCPD has talked about going full encryption. I know Johnson County, KS was also discussing it. There's also been some talk about adding some encrypted REG COM channels.

Yes according to §90.159(b) but they probably won't.
What's the best way to know when it's approved?
The new license will appear in the ULS the next business day after it is granted.
Click on the application link scannerowner posted. When the license is issued there will be a link to it in the Call Sign field on the application.
