I have 31.325 MHz 5 tones broadcast from the town next mine (500 meters) . It is road lights management (switch off/on) . I'm near Lyon - south east France . There are regular tones . There are also 31.3875 MHZ - 31.475 MHz -31.6875 MHz
These French signaling systems are very common to hear, here in New England. I get them often during this time of year.

The "French Polytone" data link system is apparently officially called "EPAR". It's more or less a SCADA like system for street lighting (not traffic lights).

Frequencies (per my list)

31.3250 MHz
31.3875 MHz
31.4375 MHz
31.4625 MHz
31.4750 MHz
31.6875 MHz
31.9250 MHz
31.9750 MHz

I can confirm activity on all of the frequencies listed above, although, at least at my location, 31.325 and 31.6875 are, by a wide margin, the most commonly logged. Naturally, depending on which frequency step you're working with, 31.325 could be logged as 31.320 MHz [further confusing things is there is a POCSAG pager operating on 31.320 MHz somewhere in Europe] 31.6875 MHz could be logged as 31.690 MHz or 31.685 MHz, 31.4375 MHz could be logged as 31.435 MHz or 31.440 MHz and so on.
The EPAR network is a good band opening indicator, much like the French highway ePMR ("enhanced PMR") or "autoroute" VHF low band trunking radio network (officially it is named "DDE").

See here for a list of the DDE network's frequency plan (channel plan, including the repeater inputs - it uses a +4.4 MHz offset and 12.5 kHz spacing).
Repeater outputs:

35.0000 MHz to 36.2375 MHz (12.5 kHz spacing)
paired with
39.4000 MHz to 40.6375 MHz (12.5 kHz spacing)
The channel numbering is out of order, but the repeater input (39 MHz/40 MHz) is always +4.4 MHz higher than the repeater output (35 MHz/36 MHz)

Band was doing all kinds of weird stuff today. I've never heard Mashantucket Pequot fire that loud before, albeit it was a single transmission. Nothing out of Washington Co, MD Fire or Craig Co, VA.

That 33.900 203.5 has me curious. Guernsey Co, OH is listed as CSQ in the DB, and previous captures of Guernsey (confirmed) don't have a tone. So who is 203.5? WHICH ONE OF YOU WITH A "CAR 15" IS USIN' 203.5? Any ideas? :)

These SoCal agencies playing with EAS on Lowband really need some training. I'm curious to know who they are alerting down-stream, because they are putting out multiple tests per week (no-no), and Required Monthly Tests with no announcements. Orange County sent a required monthly test, then ended it, then made the announcement. That won't work, the message audio won't get relayed. LA County put an RMT out with no announcement at all. Orange County sent out over 5 Required Weekly Tests over the last two weeks. C'mon guys. @monitor142, any idea what these guys are doing with this stuff? It's somewhat dangerous actually... Especially if there are publicly accessible endpoints (AM/FM/TV) being alerted by the thing, and it's just dumping out crap left and right.

Are "Car 15" and "USIN" unit designators for Guernsey County on the CSQ system? If so, this is an easy match. If not - especially if the accent or time zone or the sound of the paging equipment is different - then you've got something new,

I noticed that as well. But TB&H was completely unreadable, so maybe I caught it on the tail end of the opening and Washington County never had a chance to make it through.

Yeah that must be it then. I'll update my logs to include Guernsey as 203.5. I realize a transmit tone means nothing to carrier squelch radios.

"USIN" was a colloquialism for "using". Car 15 is the only usable info I heard. Whatever it was, if it was actually on lowband and not a patch, it was voted and repeated.

Washington County decommissioned 33.86 sometime Thursday 11/20, it has been replaced by a UHF paging system. That leaves Baltimore County as the last holdout on lowband in MD.

I was afraid that was also a possibility. Wow. That's a loss as it was a really good indicator of band status. I'm glad I got to be a part of that while it existed. That's a real bummer.

I don't think I've ever heard Baltimore County out here. Edit: Because I don't scan 46MHz. I added that just now. Still doubtful at that high a frequency though.

Band was doing weird stuff again today. King William was unusually clear. Licking County was better than usual but faded off. Warren County had a stellar signal today. Sure wish I knew what they used for base radios and antennas. Audio quality is incredible and signal is generally LOUD.

Just lone Morgan County, OH (KBH343) on 33.860 today. ;(

Some made reference to eDMR . This is a french homemade DMR protocol with 3 slots . We have 2 main networks . One for EDF in 72 MHz in order to manage power electricty stations and the other for ex DDE name now DIR . French reseller is TPL . I asked to DSD developpement team to make a special version of DSD in order to decode eDMR, they refused . We have plenty of strong eDMR signals, one is 100 m from home.

Sorry to hear about 33.8600 MHz FM [77.0 Hz PL] Washington County Maryland Fire Dispatch Simulcast [KCG676] being taken off the air on November 20th, 2025 or 11/20/2025. UHF paging done on 453.6500 MHz NFM [77.0 Hz PL] under license WSHM697.
I just submitted the update to the RR DB page for Washington County, MD to indicate the same.

In regards to the DDE system, so that means it is now "DIR"? The term ePMR (vs. eDMR) is what I've seen thrown around. If the "DDE" 35 MHz system is now called "DIR" then I need to update things to reflect that - thank you for the update
Band was doing weird stuff again today. King William was unusually clear. Licking County was better than usual but faded off. Warren County had a stellar signal today. Sure wish I knew what they used for base radios and antennas. Audio quality is incredible and signal is generally LOUD.

Just lone Morgan County, OH (KBH343) on 33.860 today. ;(

King William is a powerhouse on 33.7400 MHz FM [CSQ] (even though they're operating on an expired license and the simulcast appears to be operated by a volunteer fire department instead of the county itself). I can hear it with a handheld receiver in Richmond, 35.5 miles straightline distance from the transmitter location. King William is doing 200 watts ERP from 37.53069 N / 76.79914 W.

Here's the King William transmitter antenna for 33.7400 MHz - KYL829. Per the license anyway, the transmitter power is listed as 100 watts, ERP is listed as 200 watts (maximum).
The antenna is located on top of the West Point (Virginia) town water tower.

The Google street view image of the water tower is showing an address of 320 6th Street West Point VA 23181.

The low band antenna looks to be a nice 1/4 wave ground plane or perhaps a folded dipole with a 4-radial ground plane setup... (middle antenna, if you look closely you can see the four ground plane radials).

Maybe something like this:
