That is *highly* unlikely, bordering on "not possible."
According to a source very close to MHP, they abandoned their low band system for MSWIN quite some time ago, and all of the old low band equipment is in a storage warehouse.
EDIT: Disregard. I read "Missouri" as "Mississippi" - mea culpa.

Some notes.
BNSF 44.680 ATCS, has multiple transmitters so it's not really a skip related frequency, I hear it here from Florida almost all the time.


Also MoHP, does use their low band, and some places (Troop D) it's tied / linked with the Troop Dispatch.

Local fire dispatch is still originated (or at least still carried) on conventional 46.180 MHz, and it’s patched to the trunked radio system. So Tone-Out / QCII often shows up on the VHF channel, while the TRS carries the same traffic as a patch for subscribers on the system.
