Picked up this audio today on 246.900 am down in Fort Erie Ontario. Is this just another air-to-air frequency? or something else? Audio .zip file attached.

Picked up this audio today on 246.900 am down in Fort Erie Ontario. Is this just another air-to-air frequency?

It's a "common" A-A frequency, as in used by multiple units. 246.800, 333.300, 303.000 are others. Search 246.9 and 246.900.
