They should all be AES enc, anyways not much to listen to on those channels these days at least in chicago.

Some areas those FIO are patched to the Local/State Mutual Aid Networks which is why there could be routine activity. Also maybe there is a need for Interop on a daily basis.

Here in Boston a regular Bank Squad channel was patched into the local Area-Wide channel, so they could always hear the BOLO for a recent Bank Job

Within the last 2 years there was quite a bit of surveillance activity in the clear on a few of the Chicago area channels..

Here in South Florida federal agencies were using it for wide area operations/surveillance as the local FIO has a rather larger footprint. For the longest time the FIO channel probably had better coverage than most South Florida federal systems. That practice appears to have diminished quite a bit after some of those federal agencies upgraded their systems (many now have wide area coverage as well).
