31.200

31.200 has been active lately, usually when the ten meter band is open to Central and South America. It sounds like a taxi dispatcher. I don't know Spanish accents well enough to identify the country of origin.

I have uploaded a few 31.200 audio files to - OkieSam - VHF Low Band Audio - and would appreciate any ideas on where this is.
