323.800mhz traffic in Central Oregon

I have attached a zip containing an audio file recording of 323.800 mhz, they also did the same thing on 311.000 mhz but the audio was much more faint and therefore i didn't include it. I've never heard this before but the person was reading off some kind of code in the phonetic alphabet. Does anyone have any ideas what this would be about?
