328.4000 ID?

I'm just starting with Milair and put up a new Ant. I just started searching for active freqs and came across 328.400 I thought it was Mil but seems to be ATC for sure hearing Oklahoma approach and references to Tulsa.

I scanned the database but have not found it yet, can someone ID for me? Also I'm on I35 at the Texas/OK border so wondering if my Antenna is doing well?

The ATC radio consoles are typically set up so it will simultaneously transmit on the civilian VHF (which military aircraft use from time to time) and UHF (which is only used by some military aircraft). As a civilian pilot I think the split frequencies are more trouble than they are worth, all the time I know military aircraft are talking to ATC but I can only hear the ATC response.
