since 33.120 ans 203.5 are both in the military service band, and they do use some scambling and digital, I would say this is what you are hearing.

The exect type would be hard to tell.

In the US, 33.120 is allocated to "Industrial/Business Pool, Conventional (IG)", not military. I don't think that is military type encryption.

since 33.120 ans 203.5 are both in the military service band, and they do use some scambling and digital, I would say this is what you are hearing.
