Anybody know who this is? Sounds like it could be a company plowing snow in the Leesburg area. A search of the FCC database turns up nothing.

How about Washington County Roads Department
Public Services, in MD? They have that freq. and PL:

I think you're right. Apparently both counties have roads with the same names.
