As I was travelling down I-95 from northern Virginia today, my scanner stopped on a simplex conversation on this frequency.
Is this a nationwide law enforcement freq? There were 2 men in separate cars that were tailing someone else. I first heard this
near Thornburg and continued onto I-295 and onto I-64 eastbound. Unfortunately, I had to turn west toward Laburnum Ave to drop
my trailer, otherwise I would have been able to follow this further.

They were very good at not disclosing where they were as the conversation went like this:
"He's in front of a tractor- trailer." (I was looking around constantly for any clues as I was driving an 18 wheeler)
"Is that you with the white thing in the back window?"
"he's in front of the white SUV."

I knew I was close, within a 1/2 mile, but couldn't make heads or tails as to which cars I was hearing.

Before I went on 64, the conversation went....
"Are we taking I-64 to Norfolk and Virginia Beach?"
"Yes, that goes toward the bay-bridgeand route 301(huh?)"
"You mean the bridge tunnel?"
"I hope not!"

Did anyone hear this along 64 between Richmond and Norfolk?

Is it possible you were getting a little skip? There are at least 2 Maryland State Police barracks that use this freq; one in Northern Maryland, the other out in Western Md.

This was NOT skip. I know the freq is used by MSP dispatch in Hagerstown and is programmed in my scanner as such. However, this was a QSO with 2 mobiles on simplex. Also, read again....

"Are we taking I-64 to Norfolk and Virginia Beach?"
I was on I-295 approaching I-64 at that time.

My guess is it was MSP troopers, or officers of another jurisdiction using the the freq in surveillance of a suspect.

39.24, in addition to seeing use w/ a few MSP barracks, is also used for tactical comms by the same agency. Very likely that you were hearing MSP investigators car-car.
