396 ENC is displayed?

I have just purchased my 396 preprogrammed in Canada. I have the local police frequency in but all I get is a little noise with it displaying ENC which reading the manual says apco25 encrypted but I don't here any talking. Has anyone else had this problem? If so is there a way around it or can we not recieve encrypted transmissions? I live in Essex Ontario Canada if there is anyone in my area with a 396. Thanks in advance

Sorry, you can't hear (or decode) encrypted traffic. Encrypted comms just sound like jumbled up digital noise, or robotic.

396 Can't Decode Encrypted Comms

Your scanner (or any other commercially available one) cannot decode encrypted
communications. It simply is not setup to do so, even if you had the appropriate
'keyloader' or similar device and the 'keys' you'd be out of luck.

The 396 detects the transmission is encrypted and tells you that on the display ("ENC"). Most times, it then supresses any additional audio for that conversation - which is good since the encrypted trasmissions just sound like alot of noise.

I won't say never but it is very unlikely you would EVER be able to listen to an encrypted conversation - that's the point.
