396 gets stuck at nite

My 396 works great on all systens con and mot all day long but when it gets dark it will get stuck on my local South Bend tower SAFE-T. It only does it on my state police tgs I have on Lowell TOLL ROAD or Bemen. It sounds like a semi running and I have to lockout the system then unlock the system its a pain. Then it scans for alittle bit and then it does it again. I have tried to change settings like c-ch only status bit end code modulation attenuator and p25 level its on auto.And no I dont have the update it works great on all systems eccept that one at nite on those tgs. Does anybody know whats going on Thank you SCOTTER

mine does that too on the air emergency and NORAD channels. For example - there is no signal strength registered, squelch at the highest setting does not cut the transmission of the constant hum.
