Been trying to get my 396 to work for the past month with the ARMER system. Tried both the preloaded and downloaded freqs from arc396. I get the IDs and P25,LNK,DAT etc. but no voice audio, just a little "click" when radio locks on a freq. Did I miss something, or maybe it's the radio?

Did you have the squelch on the 396T set too high? It'll miss voice on too high on the squelch setting, just as on the BC296D as happened to me several times.

Can you hear any conventional frequencies? Try listening to weather band since it is always transmitting. (162.55 in the twin cities) if you can hear that, I doubt there is anything wrong with the radio. If you are using the antenna that came with the 396, try a different one. I would just go to Radio Shack and get their 800mhz rubber duck antenna, that's what I normally use to listen to the ARMER system. It makes a big improvement over the stock antenna for 800mhz.

Also, where exactly are you and what system(s) are you trying to listen to?

I can get conventionals, I am using the stock antenna and signal strength varies from 1-3 bars. I did take the radio out with me around town last week to see if it was my location (Hwy 61/ Co Rd J) but the radio behaved the same way-- just a "click" or "pop" when a freq was recieved but no voice audio w/ 4-5 bars.
I tried listening to the preprogrammed MN ARMER and then I programmed via ARC 396 most of the north metro ARMER stuff all with the same result.

Ensure that the P25 optimization setting isn't out of whack. It should typically be set somewhere around 6-9. If it is set way too high or too low the scanner won't be able to decode the data.

Ohh, you're close to me, I'm in Hugo. Sometimes i have that happen. Usually when the signal strength is low. But I'm a tad north of you and i still get voice all the time. Mostly on the Anoka Co and Ramsey Co system. An antenna change might help.

I will try a different antenna, Do you know if RS usually has 'em in stock or does it have to be ordered?

I think they usually have them in stock. Try the Vadnais Heights one, they usually seem to be pretty decent. Avoid the Maplewood mall one.

I got the antenna and there is a definite difference in the signal strength, but no voice audio.
I'm about at the end of my rope with this thing, I think I'm going to sent it to Uniden. It's been nickle and diming me to death, Usb cable, antenna, Radio City wants $70.00 to program it.

Thanks for your help

This won't help you in the short term, however a meeting will be planned for this fall in the Twin Cities area. There are usually people there who would be able to assist anyone with questions about scanners.

If anyone has ideas on dates or locations for the meeting please e-mail me n0fpy@yahoo.com

Yeah, don't pay to program it, i can send you my files if needed. But otherwise I'm out of ideas. You might want to try posting on the scanfan site. There are some fairly knowledgeable people over there, that one is dedicated to the twin cities area.

I just returned from the twin cities. I had my 396 with radio shack rubber duck. I stayed at a motel just south of the mall of america. I could hear the Hennepin East system perfectly. I could hear the state and Minneapolis systems if I headed into Minneapolis and Anoka County in North Minneapolis. I programmed the 396 using arc software getting data from radio reference.

That's a long way of saying you should try Upman's suggestion, as it sounds more of a radio setting issue than a system programming issue.
