I have a friend that has a 396xt that has a screen that has gone wacko. Sometimes it shows what could be described as double vision. Other times it is just a messed up garbage of pixels with some readable numbers and letters. Is it a power or voltage problem or is the screen shot? If it is shot does Uniden still repair the 396xt? Thanks.

Yes, Uniden still shows flat rate "Repair Available" for that scanner:

Do you still have the software and files available to reprogram the scanner? If you do, try resetting it. Press and hold 2, 9, and HOLD while turning on the scanner.
