396xt-what am i missing?

hello. just recieved this scanner today. ive got it working good on a digital trunked system, but cant for the life of me figure out how to get it to scan my conventional system. it misses/skips ALL traffic. and when i hold it on a channel, with the squelch all the way down, theres white noise like normal, and it just goes silent when theres actual traffic on that frequency. when the traffic stops, the white noise resumes. any ideas?

just figured it out. in arc xt, theres a thing called "tone lockout." i had that turned on for all of my conventional channels. now its off and all is good. so since thats not what i thought it was, what exactly is that?

The scanner will stop on any transmission that doesn't have the tone specified.
