400mhz homemade

I already have a ST-2 but i'm looking for something that will work better in the 400mhz range which is what the EMS use around here.

I'd like to make it myself as I don't have much $$$ for scanner toys.

If you need an Omni, I would just use a ground plane with good cable.

Even a vertical dipole (Coaxial Dipole) will work well.
Get it high, get it in the clear, and use good cable.
