406.425 P25 in DC

While walking on Independence Ave. outside the Dept. of Agriculture, I got a Close Call hit of 406.4250. The audio was P25 unencrypted. Does anyone know if this is Agriculture, or something else? I couldn't find any references to it on this site, or in the old Washington-Baltimore Scanner Almanac.

It probably is. But, another agency could be using the building, to host the radio. GSA will not allow any antenna on the RR building. Back about two years ago, I picked up a dead carrier on 901.2 MHz. It was wiping out my reverse path for the 2-way pager system, within a three block radius of the Ag Dept. I made contact with the facilities people who said EF Johnson just happened to be installing a 4xx MHz system. I thought they said it was 407 MHZ, cannot remember the exact freq. They also denied sending out any signals.

Alan Henney on Scan-DC (where I also asked this question) said it is Agriculture. So I guess the mystery is solved!
