Lots of traffic the past 3 days on 409.3375R P25 mentioning locations such as the Constitution Center, 16th & Chestnut. Military sounding callsigns. This is an 'intinerant' federal freq, it's also used by the 21st Civil Support Team in NJ.

It could be related to the national governors convention that took place over the weekend at the Kimmel Center.
