409.775 in Phila

Okay, so I frequently listen to 409.775 analog 103.5 which appears to be a Federal Building's Security Officers' talk freq.

You hear constant chatter from the entry/exit guard shacks confirming employees and visitors. Periodically SEPTA buses enter to drop-off and pick-up employees and visitors.

Can anyone confirm if this is the Mint? Reserve? or what?

Most of the Federal Reserves are moving to

406.6625 R for Police
410.4875 R for Maint

Some have gone Analog [Boston, Phil, San Fran]
others have gone P-25 [Kansas, Houston]

Might be another entity, GSA Maint ? keep listening see if they mention
a street outside around the Bldg.

Take a look at the frequencies listed here and in the Wiki as a starting point. Remember that many agencies are now using P25 or a mix of analog and P25 so anyone wanting to monitor them will need a suitably capable scanner. Many agencies make use of encryption almost exclusively, especially BATFE, DEA, and BICE.
