US Postal Inspectors, or US Postal Police? The Inspectors investigate crimes against USPS property and employees, as well as when contraband is mailed via the USPS; and the Postal Police provide law enforcement and security on USPS property.

The frequency is part of the US Postal Inspectors nationwide radio system. The US Postal Police are now using that same radio system for their operations. They are separate agencies, but using the same dispatch system.

Not sure who it is. It is encrypted in my area. Why would the usps need encryption???

It is the US Postal Inspectors, nationwide assignment, what they call their "BLACK" channel. The used to use colors to designate their channels. They usually utilize a P-25 NAC of N482

They are not the Postal Service, but they are the law enforcement branch that investigates crimes involving postal service property, employees or the US mail.

Why encryption? Because they can...

They're a federal law enforcement agency, and like many federal agencies, they encrypt. Also, they do surveillance, raids, etc, on these channels, many times in conjunction with federal task forces alongside other alphabet soup agencies.
