Just like the title says, this morning, caught a telephone company-style "busy signal" on 414.750 in SE Va. This used to be a fed freq of some kind, back in the day. It was coming to me from a distance, I say, due to the fading characteristics. It was full quieting at points, but abruptly fading with rise and fall at others.

No voice heard, just the busy signal.

Anybody got any ideas?

414.7500 MHz still is a federal frequency - that hasn't changed. It's part of the US Postal Service, Postal Inspectors channels. This month's Monitoring Times has some information on that and other Postal Service channels (shameless plug, I know).

I'm guessing from your description that it was in analog. The frequency in the older band-plans was a repeater output or simplex. Why you would be hearing a busy signal on it for minutes at a time, and where it might be coming from, I couldn't say for sure...

Any CTCSS Tones?

As Chris said this is still a Federal [406-420] band.

Sounds either like, someone is using the channel for PAGING or you were getting a.) Intermod/Interference or b.) an Image of another frequency

The 406-420 has been WIDE Open from VA into Southern New England, where we have been getting many P25 channels [now to track them down] from various TRS Systems in DC/MD/VA [based on the number of VA Plates being RUN ]

PL tone would've been nice, but the radio I was using doesn't have that capability.

As far as images: maybe, but I copied it from several parts of my "work" area, all over 2 counties. I am not sure that a ducted signal would overload my rcvr over such a broad area. Would it?
