I've got no notes on this freq at all for any Confirmations, that said the NTIA FOIA has some
targets, many listed as US&P (United States and Properties) as mobile aka simplex only

DOI (Voice and GPS), VA (Evacuation channel) but down in Reston VA only

YL = young lady in amateur lingo

XYL….well, my wife is both a ham and an XYL, so I won’t say what that stands for in case she sees this!

Okay I wonder if it might be someone using the Chinese radios that have the preloaded "test" frequencies. Trying to remember the thread about the oil tanker with Russian guys talking in a harbor and they were on a US "government" UHF freq.

Found the freq list I had posted for the 415.075 frequency discussion and lo and behold 415.025 is on it.

The other thought we have Terry was an image (I.F.) since it was also heard without a PL/DPL or NAC, the thought was an image from a local Analog LTR.... doing some research on her Radio before the I.F. doubled would be the LTR into the T-Band area

Yes and that tells me that the radio is on PL 173.8
Searching the database now for images with 173.8 but kind of wonder if not just cheap radios and not programed with correct frequencies (if they are even licensed)
