I believe this frequency is used to activate the FD sirens in Berlin. Tones are heard over it but never any voice.

yeah because in berlin, police and fire are the same dispatch so this frequency isn't used for voice at all because fire and road/highway dept is on vhf and police are on 800 mhz , i figured out that this frequency is used for the fire depts siren's because everytime a call goes out the pager tones go off on 154.3400 which is berlin's fire dispatch and fire ground and then tones go off on 45.1200 for sirens i think.

45.120

45.120 back in the day was used by the FD for dispatch/operations and was finally replaced with the 154.340 repeater they have now. This is going way back, I believe the PL on it was 167.9. Brookfield PD operated on this frequency as well before their current 154.800 repeater and since PL's weren't programmable in scanners back then, I was always hearing Berlin too.
