451.125 EDACS control in NYC area?

I just found this what sounds like a EDACS control channel frequency today. I searched the RR database as well as the FCC but couldn't find any "possible" hits, can anyone help me out on who is the user of this frequency?

Hello,

Northeast Utilities runs a EDACS SCAT system for data and they are licensed for 451.125 in Greenwich, CT. Here is some infomation on sites in the NE and Central areas of CT.
