Have been listening to this off and on for awhile and I now think it's in the Buffalo NY area, Security was talking about Waiting for a package to be delivered and they mentioned Catholic Health Courier and also South Buffalo Cab. it is a seniors home and someone was going to room 422 for something.
I also have this posted in the Ontario Canada Forum I thought it was on my side of the border. If anyone finds out any more info please submit to R.R

It is probably WRFG705 on an unauthorized frequency. They applied for 451.600 and were denied and got 451.3625 instead.

I have 451.36250 SECURITY NEW ERA FIELD RALPH WILSON STADIUM GUEST SERVICES BUFFALO NY 114 DPL FMN in my files but have not listened to this frequencies for a long time

There are several unrelated entities in addition to the NFL Wilson Stadium licensed on 451.3625 in Erie County. It is pretty much an on-site use frequency that has multiple users around the area. That may be a reason CHS decided to stay on the 451.600 frequency they originally wanted and not where their license says they should be.
