Monitored 451.75 today and it is showing net 171 site 59. CC was 8. I was in the Sidney area at the time. None of the licences i can find would explain it. I was mobile with a less than ideal antenna setup too.

Update. Just monitored a brief tx on tg 500301.
It's part of the OneVoice Con+ system. TG 500301 is NYC DEP Police Dispatch
