453.050 in NCCo not repeating voice.

i recently turned on my scanner to see if anything interesting was happening and 453.050 repeater of EMSOP1 wasnt repeating the voice. it would just make the sound that somebody was holding down the PTT button but no voice. anyone know what is happening? the Talleyville Repeater 460.6 was repeating with voice, but that repeater doesnt repeat EMSOP1.
