Greetings,
I am hearing 453.2250 (PL 91.5) in simplex mode just west of Mitchell Airport. It is definitely not government type radio transmissions. In fact, is probably sounds closer to FRS type transmissions. I have heard it on two different scanners, as well. I do see 453.2250 licensed to the city of Franklin for "Law Enforcement Services". Maybe police explorers? 453.2250 use to be Milwaukee County Sheriff main dispatch (PL 136.5) many moons ago.
For what it's worth, I have periodically logged relatively similar traffic on 462.1250 (PL 69.3) in the last couple of years. For 462.1250, I logged it as being possibly a daycare.
