This is the State we are talking about. Seriously, it could be in-house security or even maintenance people. I looked up the address and this may explain something. Address is where the RSA has its offices. And if I remember correctly, there were security guards in the building, not Capitol Police officers when I was there a couple of years ago. That may have changed since then. At one time the Capitol Police patrolled the Capitol and only certain State office buildings. Everything else depending on security guards of some type for inside and outside patrol. And you know there was a employment lisiting with the State for security guards at time, who knows that lisiting may still be active. Too much dispatching has fired my brain.
