Also note that the NL is identical which would be very rare in the real world, so it's the same system.

The 454 MHz portion used for paging was put up to auction a couple of years ago, so the licenses are market-wide rather than site.

Network 141 is likely Triangle Communications in RRDB. They have sites in the Philly area.
Triangle Communications (Exton) Trunking System, Exton, Pennsylvania - Scanner Frequencies

They are involved in a PA Digital Radio network. Network 141 is likely this network.
