Listening to the frequency in NYC. My best guess is that I picked up the NYC corrections department, or some kind of prisoner transport unit. Premium membership is inexpensive and I'll probably go ahead and upgrade so I can query the database, but for now, can somebody please look this up and let me know what I'm listening to?

I believe you were hearing NYC Corrections at Rikers Island (Anna M Koss Center). They identify themselves by KC unit number. So very likely you were correct as NYC Corrections. They use 631 DPL.

Makes sense. This is 100% prison communications and Rikers is the closest to me.

453.600 with PL 114.8 was being used by the NYC Sanitation Department in Manhattan until they moved over to the DOITT UHF trunked system a few years ago.
