453.8250 ? Falls Church?

My office moved to close to the top of Tysons Corner and having a window office, I plugged in an Uniden BC350C that I have. But I am picking up what sounds like Falls Church PD on 453.8250, but I thought they were on the Arlington (800 mhz) system. Does anyone know who these guys are? And the other freqs they use? They often move to a "Baker" freq.

Much to my surprise, I am picking up the Capitol Police and DC EMS.

Is that a simulcast of Arlington's PD or Falls Church's PD?
