459.15 & 459.375

Both of these frequencies have decent to strong signals near me, yet DSD+ Fastlane won't decode them, and when I searched the frequencies I get a message that says "No FCC information found in the database for (459.14 - 459.16)(459.365 - 459.385)". Any idea who/what these signals might be? The signals are a copy of each other. They both get wider and narrower at the same time, like watching 2 linked repeaters start and stop transmitting.

454/459 are part 22 licenses, so not likely to get specific site information

459 are inputs, not Repeaters, so with that knowledge, likely images

In your area those frequencies are licensed to the Indiana Paging Network, Inc.

454.150/459.150 WPVF871 (Ft Wayne market) WPVF883 (Indy market)
454.375/459.375 WPVF875 (Ft Wayne market) WPVF892 (Indy market)

Part 22 allows the use of the normally mobile only 459 MHz frequencies for base station use - 22.567(h)
