460.025 - City of Indianapolis

I caught some brief voice on 460.025 with a PL of 67.0 today. The transmissions were very generic so I'm unsure as to who the user is. I did hear one person identify as 5-0 (five zero).

I see that this frequency is licensed to the city under KSA318, and searching the forums I see this was formerly an IPD frequency.

Any thoughts as to who this is?

EDIT: I only hear one side of the conversation, which leads me to believe this might be simplex.

Finally hearing others on this frequency. Lots of talk about brackets, coax, and antennas. This is probably city radio techs.

I often hear radio techs on S1-T1. Especially when there's Locution issues.

460.025 was used in the old IMPD UHF radio system. Looks like they repurposed it.
