460.45 tulsa EOC?

In Tulsa tonight hearing SCADA-like beeps on 460.45 and cwid KCE930. Licensed to the City EOC.
No voice comms, and nothing in the RR database.
Does anyone here know what the SCADA-like beeps are reporting?

From what I know, it is the repeater identifying, It looks like it is only FM Analog so if traffic was broadcasted over the freq you would hear it for sure. Maybe a EOC freq for ARES or CERT.
