This is a new frequency i picked up this morning,kinda raining so i think propagation had some effect,but would like to id it,heard somebody talking about an unruly prisoner and going into lockdown,CT is 203.5 if that helps.

Thanks i know now normally do not hear it,that's why i think rain and low clouds has a lot to do with it.
