460 Simulcast?

Guys,

I'm attempting to re-do my DC Frequencies and I have never done anything other then the 159.1500 Broadcast.

The TRS List in the database shows a custom Frequency program:

Custom Frequency Table

Base: 458.7750
Spacing: 12.5
Offset: 380

Is this required to hear the 460 Simulcast for the police districts? or is it optional?
