462.350 Mhz unregistered Bus Operations working Festival of Little Hills

I am listening to an unknown bus company work the Festival of Little Hills this weekend. I tried to look it up on the FCC database with no luck. Does anyone know which bus company this is?

Apparently they are St. Charles City School Busses, I do not see a license listed for them though.

Why is it that when I did a search on the FCC Database I could not find First Student Transportation?

I searched St. Charles County, St. Louis City and St. Louis County as well as Missouri and found nothing . I searched by Freq....
