That's a GMRS frequency, Channel 4, I think. Some non-GMRS systems are "grandfathered" - see link below...

Did a ULS FCC search and there are NO 'licensed' GMRS (ZA) or current Business transmitters in Brown, Outagamie, Shawano or Oconto counties on that frequency.

No, I don't know what that would be. Perhaps just someone who setup a GMRS repeater and put in some random letters for the code id? Start talking on it and see who shows up
